...never mind? It's rebuilt now, but when I tried to force it the remains rebuilder sorta flew over and then bounced off without doing anything. |

You cannot rebuild energy reactors remains on neutral planets, as it is no longer allowed to have energy reactors on neutral planets. You now must hold a planet, not just take it once, to get resources from it. This may of been what you were getting hit by. This probably should be made clear in the description though, for both the energy reactor and the energy reactor's remains. |
