Summary0002732: Add pause/low power button to military command center.
DescriptionI know this probably isn't going to happen that much, but sometimes I do not want the enemy units teleporting all over the place. If there is a wave of bombards coming into a planet, and I have turrets and such set up at the wormhole, teleporting the bombards to elsewhere is actually a detriment.

Similarly, the other situation was me putting a military command station next to the superterminal, and my fleet was bunched around the superterminal ready to defend it. Until the command station sent the zombie ships every which way, forcing my fleet to run around the whole planet when it would be simpler and more effective to clump around the superterminal.

Personally, I would prefer no trans-location ability at all

i love the attak boost but avoid militaries because of this.

NOTE: Tractored ships cannot be translocated.
