Summary	0002954: Attempting to give ships to an ally with insufficient energy should provide useful feedback.
Description	When giving control of ships to an ally, if the ally has insufficient energy available but can otherwise receive the ships, the interface shows the ships as givable, but produces only an error tone when giving. In this situation, a message should be displayed either before or after the attempt, e.g. "Name (Can Be Given 0/9 ENER)" or "Unable to give: Insufficient energy" Actually, more feedback for any error condition on attempting to give ships would be extremely useful. Even after resolving the energy issue, we still can't give the ships in question, and we don't know why.
