Summary	0003091: Threat display tweaks
Description	1. On the threat meter on the top of the screen, on mouse over, display "threat from unknown locations". Early game this is easy to figure out but when I have >10 planets on there, most of which with 30ish threat, I can't tell if I'm missing a scout or not 2. On the Galaxy map, show planets with zero threat as "T 0" and colored green (update medium and high values with colors as well). This way seeing a blank planet is not ambiguous as to weather you have threat data or there is just no threat from that planet.
