Summary	0003416: AI warps where it hasn't got warp gates
Description	As above. I've only got one AI world with a warp gate bordering my territory, but it's just started declaring warps against other worlds, which I think isn't supposed to happen. I attach a save with a warp going to a world that I believe shouldn't be getting them. This was the first, but I played on after and it happened a few more times, even at worlds that I cleared hours ago.
