Summary0003467: Spire Civilian Leaders exploitable for rapid AIP reduction
DescriptionIn multiplayer when you capture a Civilian Leader outpost, the AIP is modified by -3, however, if you then transfer the ownership of the Spire Civilian Leader outpost to an allied player, it will once more apply its -3 AIP modifier.

I Doubt its save related so i dont see a reason to upload a savegame with this report.

Actually the "attach a save" thing is helpful not just for being able to replicate a bug at all, it's helpful for being able to replicate a bug quickly. Setting up a game and playing it to the point of capturing a Spire Civilian Leader (even with full-on cheating) takes a lot longer than just loading a provided save. And the more time we expect a bug to take to reproduce, generally the lower priority we place on fixing it (unless it's critical).

Also, it's possible that there's some quirk of your gamestate that's making this bug possible, that would not be there if we tried to recreate it from scratch.

In this case, though, you may be right: we can just make Civilian Leader structures not-giftable. Would that cause other problems?

I'll just go with non-giftable for now, let me know if there's a problem there.

Added to the 5.011 release notes:

* Spire Civilian Leaders are now no longer giftable, to avoid a bug whereby gifting them back and forth would repeat the AIP decrease.

Perhaps there is a deeper bug here. As I recall, gifting should transfer all stats from a unit, including timers like this. I'm wondering if there are any other gifting bugs along these lines.

dunno if this has been investigated further already, but i noticed another bug issue involving a spirecraft penetrator resetting its countdown instantly when gifted. theoretically that could be what caused the spire civilian leader to lower the ai progress on gifting. gifting resets a given unit's countdown...would that include fortress countdown before being able to repair and what happens if i try to rebuild a station but gift the unfinished station to another player before the mandatory timer runs out? (no wait that would be a countdown added to the system instead of the unit)
