Summary	0003614: Can construct buildings on planets without command stations or mobile builders
Description	1. Move a unit to a planet where you have no construction capability 2. Assign the unit to a control group 3. On a planet where you have construction capability, hit 'b', select a building to construct, but do not place it. 4. Press the number key you assigned your unit to in step 2 5. Place your building
