Wasn't the conversion rate supposed to be 4:1, so if there were 10 upgrade stones, it would convert to 40 shards?

Even 40 shards really isn't very much... that's about what you get from one normal enemy.

It's all the stacks of 4 shards that are vaguely irritating.

Since the problem is with the smaller stacks rather than the larger ones, I'd suggest putting the conversion at square-root-of-upgrade-stone-quantity x 25 instead. (This would give a range of 25 - 80ish, which seems about right.)
