Summary	0008726: New Guardian Power Building
Description	There should be a guardian power that spawns a building where you can directly apply Upgrade Orbs to existing spells rather than craft new ones with Upgrade Orbs. They will cost 50000 consciousness shards or can be found in Secret Missions with 1% chance of being a reward.

Otherwise, it sounds fine. Would it be limited to common spells, or would it be able to be used on any spell (provided that it's going up in rarity)? I'd prefer the latter (though it does make it so that you've got a mechanism to dump a spell you want with a modifier you don't want for a rarity orb in the hopes of getting preferable modifiers, which may be a little abusable.)
