Summary0028519: Gameplay - Units fleeing in fear will still fire at their target
DescriptionDescription:
Units who are on fire and fleeing in fear will steal attack the target they chose during the previous turn.
This makes fear significantly less viable than just shooting them, additionally this doesn't make much sense, if a soldier is frightened enough to desert it seems very unlikely they'd focus on shooting a e.g. building before fleeing.

Steps to Reproduce:
1. Have enemy units target yours or any object
2. Inflict maximum fear on them (Use the flamethrower with on fire status effect)
3. Pass the turn
4. Observe that the object targeted by the enemy received damage despite the unit who targeted it fleeing in fear
