Summary	0013830: How are manifacturing and science ratings related to tech (if any)?
Description	Looking at "power grid" I first thought that manifacturing and science ratings were related to tech advancement, as for ship multiplier, but I'm not able to do the math. Maybe is also compatibility-related? In both cases, maybe a note could be added to tooltip
