Summary	0013931: Unexpected loss of influence between races after battle
Description	Acutians and burlusts are already at war, but if I do an "attack local armadas with help" on acutians with burlust help, it says that there is relations lost between them due to "ship kill outside of war". Since they are already at war, this is unexpected. Not a big deal.
