Summary0014581: Expanded hostile actions with chance to fail, security goons as resource
DescriptionGive suitable hostile actions (assassination, sabotage) a chance to fail, with success chance determined similar to how the number of scientists/construction goons decrease research/build time: the more security goons the player has the higher the chance of specified hostile actions succeeding. Furthermore a number of security goons would be lost per action (casualties), similar to how research and constructions goons are "used up" by research and construction. The number of goons lost could be positively or negatively modified by the success or failure of the mission.

An expanded version of this could use a whole new "Operations" goon which could be trained and equipped (at player cost) for better success chance and troop retention.

Edit: Detection chance could also be a part of the equation. The addition of a new goon type would balance out hostile actions a bit and make them more viable without huge influence loss, but only if the player had made significant investments. The chance of failure, detection and loss of goons would work against players abusing the actions.
