Summary0014676: Restarting a tabled construction project still checks for resources
DescriptionI started up a Terbium Processing Plant, but after just one month had to table the project and go stop a war. After I returned, I found I could not proceed with the project because there was not enough Cesium (because, of course, 25,000 had already been used to start the project).

I am attaching a saved game where the incomplete project is waiting to be resumed, and a screenshot of the Property Development window.

It should probably be coded to use the resources over the course of the project instead of paying it all up front.

If they did that, that would complicate the running of multiple construction projects, which the AI will do. It would be *better* if they did it, but you could just say that the AIs are very conservative accountants.

Wouldn't take too much effort to make it check the current outflow, the outflow you'd get once you started the new building, and see if you'd hit zero at any point, so long as that happened.

For 1.017:

* Added a rule where starting a property-development that you'd previously abandoned (on that planet) or a space-outpost-development dispatch that you'd previously abandoned (for that race) will now assume that the necessary planetary mineral resources are still "on site" rather than (as bureaucracy would normally cause) lost to the wind as soon as the project stalls.
