Summary	0014819: Acutians doing things at zero population/Burlust Terraformer Bug?
Description	Yeah, the Acutians are fighting the Thoraxians, apparently put their entire population into troop transports a while back, got them blown up over the Thoraxian HW, and and still pumping out armadas on their own world. I seem to recall seeing a zero manufacturing rate over there before the war even started, i think there might be something bugged with their birthrate change on lower compatability planets. Example save attached. Also, think theres' an issue with planet compatability decaying or something, since i did the terraformer quest for the Burlusts, the terraformers are still on their planet, yet the compat has gone down to 0.40 from the 0.7 the quest boosted it to.

keith.lamothe May 1, 2014 12:13 pm administrator ~0037136	For 1.010: * Ground invasions will no longer try to pull the last few ground soldier population units from a sending planet, to avoid actually emptying out the population. Thanks :) Not marking as resolved since record contains report of a separate bug.
