Description	The Ground Combat value listed on the Racial Relations screen is not very well linked to actual ground combat value on the planets. Regardless shouldn't the RacialGroundPower be the same as the coefficient. My other guess is that they have't built sufficient transports? But I seem to recall those aren't used to calculate defensive strength.
