| Description | I recall there being a Hostile Act where you could break out prisoners on a conquered planet to become resistance fighters. However, in the attached save, there are 7 million Andor prisoners on the current planet (Faustus), but no prison break option. Or are the Andors just ineligible for resistance movements? | ||||
