Summary	0014955: Lessen influence from outsourcing race an outpost of their race
Description	Since outposts give a high influence boost it seems really easy to steal an outpost from a race for -30 (or -50+), then lease it back to the race for +30 after the first outsourcing. You can get an outpost for only -30 from several ways that I've tried -using build outpost dispatch lets you spawn on it before defense fleets arrive -with a short war between to races you can scoop it up because it will often end up undefended So you can farm outposts from one of the early space faring races a little too easily without reputation loss. My suggestion is that when the only outpost you can is one previously used that outpost it gives an additional modifier such as +30 - Outsourcing outpost -20 - Outsourcing us our old outpost! This only applies when the only way to outsource another outpost requires you to use one of their own race.
