Just retested this, and if the Pharmacists were not in power it would not let me do the vaccine deal even with the Andors infected with the Ada virus. So it appears that this has been fixed in the intervening time :) |

This has not been fixed. I've just uploaded a save from 1.023. The Andors are infected with i42; the reproduction steps in the OP will result in them instantly researching the vaccine for it. |
