| Description | So the Boarines, Thoraxians and I are all BFFs and "create federation with Boarines" is lit up on the federation progress graph under the Toraxian heading. But, I can't seem to find an option to actually create the federation anywhere. The Boarine regent has a priority of solar unity. The Thoraxian Queen has changed modes several times. The modes I have tried are defensive, warlike, neutral, and cooperative. No create federation option appears on any of the menus for there two races. | ||||
