Summary	0015334: "Failed Drug Research Kills Millions" event is overpowered
Description	The "failed drug research" negative event appears to kill about one-third of the planetary population every month - and continue for a number of months. In practice, a single occurrence of this event will kill EVERYONE on the planet, no matter how densely populated it was before the event started. If the event occurs while a planet is suffering ground invasion, it's essentially an automatic win for the invader.
