Summary	0015847: GUI claims I can't start federation with Skylaxians and Andor when I actually can
Description	The various screens that report the status of this option continue to look exactly like they did when these races did not have enough mutual approval of each other, except now they do. Why you cannot do this right now: 1. Your client's Attitude towards this race must be at least 100, and is currently 112.7802 etc. The actions that would let me start the federation are displayed in red, but I can still execute them anyway.

keith.lamothe Sep 30, 2014 1:40 pm administrator ~0039412	For 1.603: * Fixed a bug where the federation window would check several contracts as if the first race were both sides of a potential deal, leading to some deals being incorrectly redded out, etc. Thanks :)
