Descriptionmaybe, (as mentioned in the description of betrayal mode) you could change a planet to be habitual to hydrals and then bring them back to life, by melting an ice dwarf planet

Melting an ice dwarf: in betrayal mode, if you have an ice dwarf, with the solar shield you can choose to melt the planet (if you have the tech to do so), when doing so, the planet loses a LOT of environment. this takes a lot of time and other races that don't trust you will send armadas to stop the melting. this counts as a dispatch, so you will need armadas to defend it for you. once you have melted it, you can clone modified versions of yourself,(modified for males/females and diversity) the hydrals you make will have a racial ground power modifier better than any race. (giant hydrae, nothing is more terrifying) if you have all special abilities (like operation x and other stuff) the hydral ships will be weaker then obscura but stronger than other races. also to clone hydrals you need super splicing and some cloning tech. When you rebirth the hydrals you can give them all your planets if you want (they will have 1000 influence with you and have -500 influence with spacefaring races. also you can make a hydral ship to replace yours (a ship that is weaker than the obscura mothership but stronger than any other ship)

also, i do not have the DLC so i may be a bit off on some things, also i am very unclear on things

At this time, this is something that would be a monumental undertaking, and ought to be put on the back burner. There are a lot of things to address to smooth out the concept before it should be realistically considered, but I think we all would love to see the adorable little eldritch monsters take to the stars once more! :P
