Summary	0016537: Power and housing warnings during Civic Center construction
Description	When I build a new city, I get power and housing shortage warnings for it while the Civic Center is under construction. There's nothing I can do about the warnings (being unable to build anything in the city until the Civic Center is complete) and they go away as soon as construction ends. (If the housing shortage warning indicates a real risk of crime, something should be done about that. One would expect pioneers to understand the hardships they're signing up for and get to work building houses instead of mugging each other.)
