Summary0017524: Buildings don't repair
Description Buildings don't seem to repair. I'm not sure if this is a bug or there was some step I needed to take, but after some of my buildings got attacked by local wildlife (fisheries and warfs) they never got repaired at all, despite the tooltip saying there was repair available in the territory.

Not the best save attached since I forgot to make a better save and this is in the middle of a pollution death spiral.

Aye I have also witnessed this bug. There's definitely something wrong with repairs.

You have to pay for repairs. How was your crown situation?

Just under 4 million crowns. It isn't a funding issue, and while I don't have an exact count, I think it has been a problem for some 100-150 turns.

Each wharf produces about 15 repair points split across the territory. I loaded your save up and bounced several turns ahead and most water buildings were near full health.

1. Money is not an issue
2. I have also witnessed buildings that stay at 90% damage forever even though I have in that sea territory 10 whrafs. With more than 120 repair points I would have expected them to be at full HP.
3. It might be that the buildings are somehow becomimg damaged on each turn from a bug.

For 0.912:

* Changed the player repair logic to work on territories adjacent to the player's city, not just territories owned by that city, to cover cases where the city doesn't own the territories where its buildings are located.
