That description was valid some versions ago, but the ability to place them on mountains was removed. The description just doesn't reflect the change. |

Thanks! * The description of thermal strip mines was correct in the prior versions, but was definitely unclear on the difference between mountains and neutral mountain ranges. It should hopefully be a lot more clear now. |
