The problem lies in the fact that the major construction resource is crowns and that you require greedy to house and feed a larger population.

Before 0.916 players could spam buildings and cover the drawback. Now that absolute crowns are irrelevant and crowns per pop rule i.e. efficiency is must, poor races can't build their way out by spamming buildings: they just dig themselves deeper in inefficiency as their pop gets bigger.

The biggest offender is zenith - rigion :greedy, scientific and double pop & pop resource efficiency for buildings. The best to powerbuild, speed run the game and create the largest and richest endgame empire at the fewest turns.

In fact they should be labeled "cakewalk" in terms of difficulty.

I'd say this is more of an overall balance issue between the races and building requirements.

It also is about making the game much easier for certain races. The Greedy races may need to be relabeled as 'Easy' but that's kind of intended. Hence the others are listed as 'Hard' and 'Very Hard'.

So I wouldn't make this jump quite yet, because there is a lot of balance work to be done in general and some races are simply suppose to be much more difficult to get that uber empire going.

The citizen upkeep tax is too high. Baseline economic building income is around 15 per citizen (increasing with bonuses and leveling, but not as much as you'd think). In the early game, most buildings are going to be dedicated to income and the upkeep tax is low, so it isn't too bad.

However, once you get 10-15k workers you start diversifying into more non-economic buildings. This means while your economic buildings may still be getting the 15 crowns per citizen, your average crown per citizen rate is massively decreasing. This is compounded with the increase in the citizen upkeep tax. In my last game (Burlust, but it was having issues due to 25% efficient police) at around 15k population I was making 75k per turn, but lost 60k to citizen upkeep. My net income was 15k.
