Summary	0017719: False Power Alert
Description	The logic for power shortages is not functioning correctly. In the attached save I have approx 1500 excess power, but it is displayed as a shortage. Furthermore, if you advance around 10 turns, my power production and usage is roughly constant, but the warning goes away.
