Summary0017765: Invasion Mode Boarines focus on Solar Unity
DescriptionWhen the Boarine Regent is satisfied with RCI and such, they turn to Solar Unity. That's great in a regular game, but against the Obscura when I can't form a Federation, it is a hindrance.

In the attached save, the Boarines are the dominant military power, but that isn't sufficient to focus on the Obscura due to Solar Unity goals. I could lower the security RCI value, but that is counter-intuitive gameplay.
