DescriptionThe Incinerator weapon uses too much energy, 20 per second. It also doesn't start disabled once you run out of energy, and so when you pick up new energy it uses it before you can turn it off, thus being permanently disabled, unless you possibly have better reaction time than I do.

It sounds from the description like you're using the Incinerator Module and not the Incinerator Weapon. Back on topic, previous builds weapons with toggleable effects were ENABLING immediately. This should be fixed now and weapons should be automatically disabling if you reach zero energy.
