Summary0022365: AI reinforcing planets that are currently under player attack
DescriptionThis is not inherently a problem, but it does bring up a point: Is it a good idea for the AI to be bleeding budget into planets that have player units on them?

On the player end, things like Forcefields can pop out of nowhere.
On the ai end, they're bleeding resources that could be used to fortify elsewhere.

Suggestion: Divert all reinforce budget from ai planets that currently have a player centerpiece back into the pool.
Potential: Only divert if player centerpieces outnumber guardposts.
