Summary0023797: Custom starting fleets attached to profile.
DescriptionWhile it is possible to make mod XML, for multiplayer games everyone must have the same mod installed and enabled. As well, there's no standardized ruleset for starting fleet mods, which would make discussing tactics for accomplishments like "yeah I defeated a level 9 ai" to be less of a shared experience if people were to start using mod XMLs for their starting fleets. In AI War 1 you could more or less do this by right clicking planets to select specific ships and then selecting multiple homeworlds if there was a particular combination you wanted to try. While I understand the desire to help prevent choice paralysis, and that starting fleets in AI War 2 are of less importance due to the changes in how fleet lines work, it might be neat to be able to put together more gimmick starts than "a bunch of fast ships", "oops all zombies plus bombers for some reason" or "a bunch of cloaking ships" while still retaining that feel like we're all playing the same game.

A point-buy based method of putting starting fleets together so they can be customized with every ship in the game while remaining balanced, which doesn't rely on xml mods. Like the starting classic v-wing fleet is worth some amount of strength points, I could instead pick any other ship in the game with a ship cap that has the same amount of total strength. And this could be done with each fleet in the starting complement. To keep it simple maybe restrict it to 4 strike fleets, one frigate, and if a special transport is chosen maybe decrease the cap of a fleet a little bit.

And attach this to profiles in game or something so it's not reliant on mod XML and is more multiplayer compatible.

Attaching it to profiles in an out of the way place would also keep it out of the default drop down menu to keep the choices lower for new players.

The reason that starting fleets hasn't been an exactly the ship lines you want option menu outside of modding is because full control has an end result of players going for full synergistic setups where one or two techs upgrades everything. If your suggestion gets implemented we basically will have a result where any given patch there will be two or three best in class setups to start with.

Tech overlapping could be easily solved by just disallowing any same-tech fleets as well. Maybe the frigate only can overlap since at least the raid fleet does this I think, but I think it would be fine to just say "no overlaps" since the custom setup is more flexible. Another criteria in addition to the ones I've mentioned so far is no super ships (the ones that take AIP to unlock).

There's always going to be a most theoretically optimal on average fleet, even among the current choices, so not allowing custom fleets in this manner does not remove the "best fleet" problem. More customization does let people play around with more starting ship combos though.

We can't handle starting fleets in quite that way, but there's a lot of other early customization coming in the next couple of days that will meet a lot of the same goals!
