DescriptionWhenever I take a new planet, I always want my forcefields up before anything else.
I suggest engineers always build forcefields first, or perhaps there's an option to enable this.

The problem is that many people seem to have different opinions over what engineers should prioritize.

Yep. A lot of new options would be required to support all the different behaviors people would prefer, and I definitely don't want forcefields up first when I take a new planet. Those are fairly low on the priority list for me in most cases. It seems best to me to have them just do whatever if they are on pursuit, and the player can give them other orders if they want them doing something else.

Part of some larger changes:

* Essentially, engineers will now:
** First do any emergency repairs. In some cases, only some engineers will be diverted for emergencies based on the definition at that target.
** Then do the construction of all sorts, based on priority.
** Then sort for the highest priority flow, and if there are multiple of those, then the closest.
*** Flow priorities are something that have been in the game forever, and they have always been quite useful, but now we're overriding those with some better logic for multiple passes, essentially.
** Also players can give overriding orders and they'll do that thing until it's finished (for instance if you want some on factory assistance from early on in).
