Summary	0027015: Eletropulse Tank needs to be buffed.
Description	Electropulse tank needs to be buffed, a lot, this is not a fair trade off even if you were in expert with no fleet buffs, and besides my understanding is we should be balancing for HA. Besides its stats its pretty much never worth teching into expat so this will be mark 1 or 2 forever.

Having said that, I totally disagree that it's never worth teching into expatriate, and with the FRS ships they are in a special place. There can't be special ships for FRS between different campaign types without a lot more work than is feasible at this point. So the choices with Expert were A) add options that make FRS not completely irrelevant without the fleet bonus, or B) remove FRS from Expert entirely. A) was chosen as the preferable option thanks to CRC's contributions. A possible alternative I would suggest, though it also may well be out of scope at this point, is giving FRS structures a third option for HA. That way having something like the Electropulse show up won't have as much impact in availability of the other alternatives.
