Trigger: If a player has 3+ Necropolis but < 2 shipyards

My Liege, we humbly advise dedicating a hex for a Shipyard for each Necropolis. Shipyards are far more efficient at refleeting and repairing than Necropoloeis or Flagships.

More importantly, Shipyards can quickly uncripple Necropoloeis without requiring your active attention.

Shipyards are less important on planets that are firmly entrenched within our territory so long as they are protected from raids.
