I spotted two potential issues with Marauder Daggers in a recent game, a save was made at the time which has been attached:

1) Daggers flew within weapon-range of the Devourer, and it very explicitly did not fire on them. I was playing MP so by the time I got the save made the ships were almost out of range, but hopefully the AI state can be deduced in the few seconds left before they leave range entirely.

2) Also, and I'm afraid my certainty on this next point is a bit low, but I could swear that in the same game I saw Daggers flying through force fields in order to move to other systems. I didn't think to savegame during such an occurrence but only afterwards did I check their data and see that no FF immunity is listed.

For 0000001, that is the intended to behavior. Minor faction ships that are "hostile to all" don't fire on each other. That's why marauders don't attack other marauders, etc. All those minor factions kind of gang up on both the players and the AI, and leave each other alone. ;)

For 0000002, that's something that we haven't seen and you seem pretty uncertain about it, so marking it as unable to reproduce for now.
