Summary0006240: Allow ability bars to be locked out from bar cycling
DescriptionFor example, say I have attacks and utility abilities on bars 1, 2, and 3, but on bars 4 and 5 I just have storage for abilities that I use rarely like glyph transplants or heat suits or whatever. So I could lock out bars 4 and 5 from being cycled when I hit the key to change bars. It would just go 1, 2, 3, then back to 1.
