Summary0006283: Add Tiers to Light emission spells.
DescriptionAt the moment Ball of Light, and Light Snake are two of the few spells without tiers, and as someone who has been using them extensively it feels a bit disappointing after awhile. I feel like I'm missing out on something by not being able to upgrade them.

Perhaps only give them 3 tiers, so that at civ tiers 3 and 5 they increase in effectiveness.

As an additional point I'd like to suggest that the Light Snake tier upgrades increase the height at which it bounces\climbs up obstacles.
