Wait, this bug actually gives me a pretty nifty idea.
If all external invincibility by the AI is suppressed during the "Final push", this would give a way to allow motherships to spawn but not give the invincibility to the homeworld.

The final push should "overload" the core shield network once they enter an AI homeworld
