A possible feature to address some concerns regarding limited options for defense when dodging is not possible.

"Bombs" in SHMUP games provide a way to get around unfortunate situations where dodging becomes impossible while at the same time not undermining dodging as the primary way to avoid damage.
The idea may be able to serve the same purpose in AVWW, where dodging is also the primary method of avoiding damage and the game's randomness may occasionally result in frustrating situations.

-It could add an additional tactical element to combat as a limited use item that may be used either for offense or as an emergency one-use "OH CRAP MAKE THE BAD THINGS GO AWAY!" button.
-It would not undermine dodging and other tactics as the primary method of avoiding damage by having somewhat restricted use, meaning players that need it would save it until after other methods of evasion have failed.
-Perhaps most importantly, it would provide players with a last resort should the randomness of the game just so happen to ruin their day. This is especially nice to have a game where the randomness can sometimes result in rather frustrating situations.

In AVWW, a "Bomb" may be a power that would instantly destroy all projectiles on screen and do some damage to surrounding enemies, possibly destroying some weaker enemies.

Use would have to be limited somewhat, either by "ammo" that the player could only carry a few of at a time, or perhaps consuming an existing resource.
Maybe gathering health while your health bar is full would charge a "bomb" for later use, so you'd have to "play smart" to get a "bomb" that you can use later on if you get into a situation where "playing smart" isn't enough.

This could work as a Guardian Power, though it would need to be instantly available for when the player needs it in order to be useful, so some kind of key-bind would be necessary.
It also would have to be made available enough that it's use would be dictated more by short term tactical choice rather than by long term availability of settlement resources.

I think this might make a better scroll (rare) than a Power. But, yeah, I love this idea if for no other reason than bombs are often just plain fun. :)

I feel like it would be pretty easy to abuse. I favor it being elusion-level rare. Anyway, I see no need for it but wouldn't really object.

I think elusion-level rare might be a bit too rare.

On the other hand, I'm not really picturing a "destroy everything" type of bomb.

In a lot of shmup games "bombs" are more "anti-projectile" than "anti-enemy" in that some of them are more potent as a way to clear the area of projectiles rather than as a way to actually damage the enemy.
That's a lot closer to what I think would fit in AVWW, something that would be used primarily to temporarily remove threats, which doesn't necessarily involve killing everything in the area outright.

Personally, I only think it should do enough damage to kill Dwarf Skelebots and Bats, and anything bigger than that should be able to live through it.

Maybe instead of that enemies just become "dazed" and are stunned unless we touch them or damage them, where the effect is broken, this would allow for "sneak" missions to actually make any sense as well
