DescriptionYes, an idea slightly inspired by Homeworld Cataclysm's Clee-San

Simple concept:


on human controlled planets, the Signal Jammer provides a positive AI wave size modifier that reduces the size of incoming AI waves by a small amount (I was thinking somthing in the region of 0.9x, stackable with other jammers for eg, 0.81x with two signal jammers)
on AI held planets, it provides a positive AI reinforcement modifier that reduces AI reinforcement to the planet (I was thinking 0.65x- enough to be benefical but not enough to entirely supress AI enragement from knowlege raid)
immune to missles & sniper ammo

to offset these powerful abilities:


High K-cost to unlock
low shipcap per MK
Low HP and shielding. Priority target status for AI attackers

this gives the ship two possible (and extremely useful) functions, which forces players to think carefuly about its usage. used in Wave Defence, it can reduce the pressure on wave recieving planets by a small but significant amount and reduce the required number of turrets which can then be used elsewhere. It would also be useful at dampening the effect of wave multipliers like Golems, and reducing the insane power of raid engines. Used to dampen AI reinforcement it could potentially be very useful indeed when attacking a plent
