This would be OP.

Any ONE of the modules (no choice involved) would make a decent high-capper.

A choice of 2? Crazy good (strictly better than etherjets, for example).

Also, Absorbs EMPs is a rare ability for a reason.

Yeah this would work better on low cap ship...or champions...
