I think it might flow better, especially for the tutorial, if Round 0 was just one turn, and you got 15 Actions for each faction. That many rounds of setup I feel like I want to focus on laying out each town in a single shot, rather than bouncing back and forth.

Also, I think I favour Round 0 being called "Setup" or "Prep" instead of Round 0.

I *slightly* disagree, simply because part of the strategy of those first 4 turns is that resource producing buildings are active during that time. I like the added depth of having that priority in place.

I would be OK if at least some of that benefit was preserved. The other alternative would be to allow buildings to produce a set number of turns worth of resources. If anyone else has any other ideas, I'd like to hear them as well.

I think the increased amount of time consumed and splitting your attention back and forth with no action in between is enough of a negative that it offsets the minimal strategy of placement order.

Just thought of one more option: have the Tutorial Edict split up the beginning into 4 rounds (unless the Tutorial will be moved to a separate mode entirely). That way, the game can still ease new users into it. In a way, it would be similar to the 'skip tutorial' option in AVWW2.

True--I think that is planned anyways. I guess as long as we get similar resources, I would be OK with the change.
