Summary	0011494: Spire Shard Reactor modules can't be built
Description	First time playing with the Fallen Spire faction, but when I built the first Spire Shard Reactor, it did not allow me to build a Mk 4 laser module or a Mk 3 shield module, despite having unlocked Mk 3 lasers and Mk 3 shields, which is what it said was required. Mk 1-3 lasers and Mk 1-2 shields build fine, as do all the heavy beam and railgun modules.
