Description | This is readily reproducible for me by trying to kidnap units with a riot control starship. The beam is holding steady, the units take engine damage, flash red, and then the beam cuts out. | ||||

I believe this was due to an intentional change. Ships that are paralyzed don't need to be held in place by tractor beams, so the beams drop to target other ships that can move. This seems to have the unfortunate side effect of nerfing riot starships sent to kidnap enemy ships. |

Perhaps such a useful flag should only be for stationary tractor beams, such as turrets and guardposts Or better yet, as a control option |

It should only cut if there's another mobile unit for it to tractor instead. |
