Summary0011820: AI Eyes should not activate when there are few human units in planet
DescriptionIn a situation where the enemy fleet keeps attacking the human one, and the (small) human fleet wins, the AI is outnumbered and activates the Eye. In the previous version where this just created a few ships, that was fine, but since this could now result in the destruction of the planet (and +50 AIP), that behavior seems a bit excessive.

I'd like to see a lower limit to the size of the human fleet which can trigger an Eye. Then, so long as the human fleet is raid-sized, the Eye won't trigger. Right now I have to work to keep the AI alive enough to keep the Eye from activating, and I don't feel like that's a good thing.
