DescriptionSuggestion Two new custom advanced movement Orders.

Shield spread: All units with shield bubbles, or else shield modules, will spread out.

Specifically, they will pretend their collision radius (with each other only) is 75% (or similar, 50% minimum I think, tweak it till it minimizes overlap but doesn't spread out too much) of their maximum shield radius. Then, they will, if those radiuses overlap (like ship collision) move to a new location. Repeat until they are happy with their new placement. That way, you have a relatively large semi-shielded area, with little overlap (so shields won't conduct attacks and fail to regenerate as much) and you can then use the second option.

Seek Cover: All units without Shield bubbles, or Shield modules, will seek cover under shield bubbles, similar to how enclave starships do. They will only seek cover under selected shields or ships with shield modules, so as to avoid taking cover under mostly immobile forcefields (unless selected). If you lack room, well, tough luck.

With these two options, you get a forcefield spread, units take cover under shields, and then, you set formation move. Suddenly, Reasonably shielded fleet. Or spire fleet with all Frigates under cover. Regardless, will let you setup a reasonable formation to keep your ships safe(er) without too much hassle.

The 50% - 75% radius can be tweaked, and if there are significantly less shields than needed to fit units (might be able to do a quick and dirty calculation to estimate it) may want to spread more, and vise versa.
