Summary0011977: Minor Faction Wander Priotization
DescriptionIn some maps, namely snake or snake-like maps, Minor factions have issues in actually finding their way to somewhere useful in noticeable numbers. While I imagine it is minor in more normal maps, with long, 20 or more planet strings, they do not transit particularly effectively.

Suggest, instead of choosing a random adjacent planet to go to each time (or possible one with enemy ships, unsure exactly how logic works now) instead, or additionally always include the option to head to a random Border planet (Has AI or Neutral planet adjacent) Homeworld (Human home command station) or Irreplacable(Advanced Factory, Starship Fab IV, Fabricator T5: but not Ions, Mass drivers, Blackhole, Zenith, or similar, etc)

This would ensure that, say, Dyson gatlings, will end up in more useful locations in these kinds of maps.
