DescriptionShields, If overlapping, currently apply 1 (non-reactive) damage to all other shields when it takes a hit. (Non-reactive, since it doesn't trigger itself)

This is a good thing, as it makes stacking shields less insanely OP, by somewhat treating multiple shields as a single shield. Admittedly, it is still OP in a number of cases.

Riot starships, currently, can rebuild a T1 shield in 9 seconds. Many of the single-shot artillery cannons cannot fire that fast, and hence are actually unable to kill it. Ever. Mass driver cannot actually kill it.

Suggest alternative.

-Overkill damage, after killing main shield will be split between all connected shields. If modular shields, if all shields killed, hit ship with left-over damage.
-Champions will be decimated with this change, by anything able to deal enough raw damage to take down their shields and health. Don't apply it to them.

Orbital Mass Driver shots are immune to Force Fields. Since the recent buff, OMD's obliterate starships fairly easily.
