Summary0012009: Low power -> Hold Weapon.
DescriptionChange Low power Mode to Hold-Weapon Mode.
While enabled, weapons are unable to fire, including any spawn-based attacks.
Cloaking, Cloaker Boosting, Weapons Boosting, etc, would all still work.

Would, among other things, make the mysterious cloak booster on Eye bots actually do something. (Since, when in low power, booster does not function, while in high power, they attack and break cloaking)

~May want to be able to disable cloaking boosting, and Shields seperately.
Shields, if disabled, may be far enough away to not overlap, and hence can be repaired.
Cloak boosting, on a cloaker starship, might be disabled, if you want the cloaked units to be a distraction. Admittedly, a weak reason.
